The aspect that's interesting here is the claim that consultants and other recipients of state money then donate back to the Democrats. I suppose that mush happen in the UK as well, or maybe the different groups concerned just have an unstated gentleman's agreement that they will support the government in less obvious ways. And there is, of course, the main tactic which is so obvious and ungentlemanly that we don't even notice it for what it is. That's when trade unions demand government money or they will bring the country to a standstill and harm the government's public relations exercise.

It's probably considerably more widespread and corrupt than we know, partly through lack of reporting and partly because it is so complex.
DJ - I agree, the patronage bloat has become destructive and elites are floundering. Unfortunately the UK has no Trump to bring at least some of it to the surface, and no obvious prospect of a Trump.

The Elite govern through their patronage of minions - and in return the Elite secure their minions' support and the Elite's own continuance.
Eventually the Patronage Industry, and the Blob, grows so big that it dominates politics and the excessive size and waste brings down the old Elite.
Which is where the USA is now and where we in the UK are heading.
