Worrying (even I got the coin-toss question right!) but it wouldn't be such a serious problem if MPs had integrity and a genuine desire to serve their constituents and country. And, of course, if civil servants were properly selected to inform the government of the likely impact of their policies.
Sam - yes, more integrity would help. It's a puzzle with different aspects which don't fit together particularly well, but we do have a problem with Parliament and the administration failing to attract ability or integrity.
