I suspect that Governments are not worried by people having fewer babies, they are worried that there will be fewer people paying taxes. Somebody has to pay for all the Establishment jobs.
With so many different genders now, the chances of the appropriate couple getting together to couple correctly in order that one of them really, really gets pregnant are reducing. There is also a trend that edycashun takes up more of the fertile years after which starting a career takes even more. Doonhamer - we have the impression that it is more and more difficult for even moderately traditional couples to find each other in a field where many people of the appropriate age are feckless or nutcases or they have unrealistic expectations.
