If there is more stringent security, then there will also have to be some kind of quality assurance system, and an ombudsman to sort out maladminstration. And some groups are probably disadvantaged by not being able to get covid passes, so we will also need units to "level up", and then we'll need a means of capturing feedback on the passes, and we'll need to co-ordinate that across national borders and tie it in to non-EU countries to ensure equivalence of risk, And then...
