It's almost as if there is a fixed amount of evil and suffering in the world, and politics is the art of arranging things such that it doesn't come near you, or near those who would blame you if it did.
Sam - interesting idea - it could probably be made to work, because we only notice so much suffering before switching off. Maybe imaginary suffering reinforces it too.
