The zeal to persecute and harass people seems to be a lamentable but understandable aspect of human nature. And those blokes were probably trying to justify their roles and hang on to a job in tough times.The real villains are those who set up systems, schemes and programmes which harness and exacerbate our lamentable human characteristics. That seems to me to be a pretty good measure of a scheme or policy's worth: does it make people better, or worse?
Sam - it is a pretty good measure of a scheme or policy's worth, although it would be difficult to define. Most paid work seems to accommodate our lamentable human characteristics even if it doesn't encourage them.
