The point of lessons (in practice) is to placate the electorate and to also mark places which should be avoided by con-men wanting to game the system - whether the lessons are 'learned' or not.
DJ - yes, official pronouncements seem to be little more than stock phrases to placate the electorate, safe official formulae. "Our thoughts are with..." seems to be a common one.
