Early adopters could be all those MPs inclined to support or promote energy policies based on climate change. It would be a form of practical leadership from which we would all gain inspiration and possibly some new ideas on green lifestyles.
As you see from the picture, it would be neither difficult nor expensive to have the idea up and running in time for next winter - 2013/14.
Chris Huhne has other accommodation at the moment, but the nauseating slimeball Tim Yeo springs to mind as a suitable long-term inhabitant.

And estates of these could be built on greenfield country sites without the awful visual impact of redbrick boxes, thus largely solving the planning problems associated with more housebuilding.

Woodsy - exactly, and they won't need roads or services because they won't be driving cars or using any services powered by fossil fuels.
What's not to like?
Nice idea, but what they'll do in practice is use the Building Regs to force the plebs into stuff like this while continuing to live in Georgian ex-Rectories themselves, billing us for the heating costs via their expenses...
