Two-Tier Prisoners

Prisoners on early release 'reoffending to escape homelessness'

Recalled prisoners are the fastest-growing element of the overcrowded prison population, doubling in a decade. One former prisoner has told Sky News that being homeless and suffering a drug relapse after being released early has led to him considering reoffending.

I suppose the JSO soup-throwers aren't likely to reoffend due to homelessness and suddenly having so few of the life-sustaining comforts derived from oil.

That's a bit odd. If he's had a drug relapse then he's already reoffended.

Or perhaps he's a bit confused after the drugs.

Sam - yes he seems confused enough to have missed that. The easiest way back inside might have been to try selling the drug in a police station. I assume that might work.
