"levy = tax" It's essentially a Poll Tax except that basing it on households rather than individuals means that pedants can argue that it's not a "poll" tax. Feminists will scream that it's just not fair because single women will have to pay just as much as large families.
The brutal truth is that under an obligatory license or an obligatory household levy there is no incentive to fix what is broken. Indeed a guaranteed flood of money just confirms that all is well.
But the BBC is not well, not even handed, and a good example of an institution that has been marched through in a political direction.
The Mafia would say that there was a need to proffer protection money because "That's a nice broadcast channel you enjoy there. It would be a shame if anything happened to it."

dearieme - the BBC would probably prefer the tax to be more hidden than a household tax for that reason - single women will have to pay as much as large families.
DJ - yes, an incentive to change has only become acute in recent years as people opt out of the licence. Even then it's not a productive incentive, but force people to opt in and the incentive vanishes anyway.

What a wonderful way to endear yourself to an adoring public. Make them pay for something they do not want.
