Macheath - that's probably it. There must surely be a dull, humourless aspect to it where only the official view is to be noticed. It's easy to imagine a version of Starmer producing such notices or ads and just as easy to imagine people in the office sniggering behind his back.
On further thought, perhaps words like ‘champion’, ‘coordinator’ or ‘tsar’ are so firmly embedded in the lexicon of establishment jargon and Goodthink that their users have completely forgotten the original meaning.
