I'm sure that Xi Jinping thinks that a decarbonised economy is in China's best interests. It's just that he wants the West to decarbonise first and more thoroughly, allowing him to pick up the pieces.
And if that doesn't work, there are always the new viruses...
Sam - yes, he wants to sell virtue-signalling equipment to the West knowing it doesn't really work, but maybe it can be made to work after the West has highlighted all the early adopter's mistakes.
