Rainwater guttering on the side of a house near Budleigh Salterton. I bet it was designed and built by somebody who loves the sound of trickling rainwater, as I do. This is a closer view of the curly bit from the roof.

I don't think it was done for show because it faces a track only a few walkers would use. I find this kind of delightful eccentricity quite uplifting.

Could be a builder who has just retired and decided to bow out in a final blaze. Or maybe an auto-didactic craftsman or evening-class graduate who has created his masterpiece and now moved on. If the whole house or garden were whimsical, it would be too much. I hope it was just the drainpipes...
That is simply amazing and you're right - that eccentricity is uplifting.
Sam - just the drainpipes were whimsical, but I suppose whimsy needs a light touch.
