I know that because of the sheer regularity of the thing. At about November/December time I notice that every year our climate (we have our own up here in York) changes to "cool" to "very cool". Round about April/May time it changes again, and so on ad infinitum. Our progress in knowledge is something wonderful!
What if people by and large have been moving down from the mountains? Also the proportion of people in lowland areas may be increasing rapidly with urbanisation as against the numbers up the mountains.

Graham - I've noticed that too. Perhaps we can sort it with windmills.
Demetrius - at the moment they seem to be safer up in the mountains.
