I suspect there is a great deal of corruption and illegality within the Great and Good, but unlike the rest of us the corruption flows underground away from public view. Every now and again a lid is popped off the manhole and the stench exposes the contents of the sewer.

Stumbler has failed to keep the lid on this particular secured, and he will be judged.

DJ - in the manhole cover sense, Stumbler is achieving something positive if more people become aware of the stench and also become aware that there is much more underground. He does seem to lower public expectations.
