Whenever you see this kind of report, you are left wondering if anyone plans to use it. At least I am. Or is it just another stage in development programmes which are inevitable and have been going on since the invention of gunpowder?
I guess the answer is both. It is part of the automatic escalation of potential, but it will also form part of a plan. If Ahmedinajad does this, and the Israelis respond like that, and then Ahmedinajad does that, then it's "chocks away".

JH - unfortunately so. If we can't do nuclear, we'll do really, really big conventional.
SV - yes, there's always a "look what we've got" sabre-rattling element which always has to be a bigger sabre in time for the next rattle.
It's an election enhancer - and maybe a campaign fund enhancer too.
