I've seen that before, it's very strange, but you observe this almost every day on the Tube. Sometimes I step in, usually I think f- it.
Yes, it's not especially unusual in cities. To me though, it's odd to watch people walk past as if the person on the floor isn't there. Maybe it also highlights our ability to ignore or rationalize away whatever is obvious but unacceptable.
