If the boat has (had?) a lithium battery, spraying water won't put the fire out, as they still burn under water. Can only assume they're trying to stop the wooden frame from burning. Penseivat
Penseivat - in a later video, the chap says that they were mainly trying to cool it down and stop the fire spreading. He also says that the boat was sunk then it came back up again and reignited.
