Far more effective would be the lengthening of time you have to spend listening to Vivaldi or soft rock when waiting on the phone. And subtle built in delays in delivery times, and being re-routed onto buggier software when online. Slower phones and computers.
In today's news, though, we see that multiple individuals can make repeated complaints about a serving police officer committing serious sex crimes, and nothing gets done. So maybe we are some way away...

It's difficult to believe that his colleagues didn't already know there was something not right about that police officer when the complaints were made.
Due to spam comments and now the UK Online Safety Act, comment moderation is on. Anonymous or impolite comments or comments likely to be flagged by the system are liable to be treated as spam.
