That's frightening: rebar only 4mm approx diameter (should be 12 - 15mm diameter), of inferior quality 'steel' rods, will not provide adequate reinforcing, especially to low-grade concrete. Have the Chinese built condos in Florida perchance?
Concrete is good under compression, but needs proper reinforcement to cope with tension forces - the holes in the (too thin, poorly reinforced) floors shown should, in a caring society, lead to arrests at the construction company. But I expect they paid the required bribes to city officials, so no-one is to blame.
