This is a capsized boatcar in a water-borne phase of motion. The skipper is clearly experienced in how to handle this best; hence his relaxed attitude. Note also that his cigarette has not been extinguished; a clear sign of competent craftmanship (sic).
He is just checking bow clearance before engaging ahead half. In a few tens of seconds, the scuppers will have done their job and the craft will be approaching its normal state of dryness. The passengers (and any crew), having recovered from their (undoubted) extended submersion, will be (at an appropriate point) instructed to bail the craft dry above boards. After that, they will have time to re-stow their snorkels.
